About this opportunity

The City of Detroit Office of Contracting and Procurement is requesting emergency demolition quotes for two residential units at 321 Campbell, Buildings 101 and 102, with quotes due August 31, 2026. Only vendors pre-qualified by the City of Detroit Office of Contracting and Procurement in the Demolition Program are eligible for award.

The scope encompasses complete structural demolition of two residential units (Building 101, a one-story frame single-family dwelling completely collapsed into debris; Building 102, fire-damaged), including asbestos abatement where regulated asbestos-containing materials are present, utility disconnection, debris removal, backfill and grading from a Category 2 source approved on the City of Detroit Backfill platform, and site finalization to a safe vacant condition. The awarded contractor must meet emergency timelines regardless of frost law restrictions and comply with all applicable city regulations and inspections. Upon receipt of BSEED Open Hole Approval, the Detroit Water and Sewerage Department will be notified to verify water service line material and remove any lead service lines if present, with completion required within five business days. All work must comply with the CDD Abatement and Demolition Contractor Discipline Policy dated May 12, 2025.

Pricing shall be submitted on the provided price sheets in Excel format via the City of Detroit Oracle iSupplier Portal, with separate cost figures for demolition, backfill and grading, and site finalization. Contractors are not responsible for permit costs and should not include such costs in bids. Quotes remain binding for 120 calendar days after the deadline and cannot be withdrawn. Award will be based on lowest, responsive, and responsible bid price with consideration for local preferences. The successful vendor has five business days from the award notice to secure 100 percent performance and payment bonds and provide Certificates of Insurance naming the City of Detroit and Detroit Land Bank Authority as additional insureds. Invoices must be paid per the City of Detroit Prompt Payment Ordinance under Net 30 terms. All contractors must submit a date-stamped photograph of the site visited with their bid response and attest that they have personally inspected the property.
