About this file

This file contains RFP notes prepared by the City of Detroit's Construction & Demolition Department (CDD) for an emergency residential demolition project at 321 Campbell, Buildings 101 and 102 in Michigan. The project involves the demolition of a one-story frame single-family dwelling that has completely collapsed into a pile of debris and rubble, with the foundation outline visible at the front and the entire structure overgrown with vegetation. Building 102 has fire damage and is designated for emergency demolition. The scope requires the awarded vendor to meet emergency timelines regardless of frost law restrictions and to comply with all applicable city regulations and inspection requirements.

The successful contractor must source backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Effective August 1, 2026, the Detroit Water and Sewerage Department (DWSD) will be notified upon receipt of BSEED Open Hole Approval to verify water service line material and remove any lead service lines if present, with completion required within five business days. The contractor's performance will be tracked through a Salesforce demolition issue that documents hold dates and release dates to ensure accurate timeline compliance. All awarded vendors are subject to the CDD Abatement and Demolition Contractor Discipline Policy dated May 12, 2025, which governs contractor conduct and compliance requirements throughout the project term.

DWSD Lead Service Line Removal

· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:

1. Verify the existing water service line material; and

2. Remove any lead service lines, if present.

· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.

· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.

· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.

· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.

Discipline:

· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.

· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf of
