About this opportunity

The City of Detroit Office of Contracting & Procurement is soliciting bids for emergency residential demolition at 2561 Newport, with proposals due August 27, 2026 at 3:00 PM EST and questions due at 1:00 PM EST on the same day. The property is a fire-damaged two-story single-family frame dwelling ordered demolished by the Detroit Building Official on August 19, 2026, due to collapsed second floor, center exterior side walls, and risk of further collapse. This is a price-only procurement ranked by lowest cost, with outcome structured as a purchase order.

Contractors must be pre-qualified demolition vendors and are responsible for site visits and photo documentation before bidding. The scope encompasses pre-demolition activities (site demarcation, utility disconnection verification, neighbor notification within one calendar day of Notice to Proceed); structural demolition within three calendar days; debris removal and transport; backfill and grading within fourteen calendar days of Open Hole Approval from the Buildings, Safety Engineering and Environmental Department (BSEED); and final site restoration including sidewalk replacement and seeding. All work must proceed regardless of Frost Law status and weather conditions. Personnel must hold OSHA Lead Awareness Training (field supervisors) and asbestos awareness credentials (at least one operator or laborer per site). Backfill material must originate from a Category 2 source on the City of Detroit Backfill platform and meet Part 201 Residential Cleanup Criteria. All debris becomes the contractor's property and must be disposed of at licensed Type II landfills.

Contractors are not responsible for permit costs (wrecking or hydrant permits) but must pay $134.00 hydrant re-inspection fees if residential hydrant fails. Upon BSEED Open Hole Approval, the Detroit Water and Sewerage Department will verify existing water service line material and remove any lead service lines within five business days; CDD will pause the project timeline during inspection and removal. Payment terms are Net 30; FOB Delivered with freight at contractor's expense using lowest cost carrier. Bidders must complete income tax and accounts receivable clearance through the City of Detroit clearance portal, submit price sheets in Excel format, site photographs with date stamps, combined certificates of authority, and affidavits of disclosure, and sign the signature page with an authorized agent.
