About this file

This is a Request for Proposal (RFP) notes document from the City of Detroit, Michigan, involving the Construction & Demolition Department (CDD), the Building, Safety Engineering and Environmental Department (BSEED), the Detroit Fire Department (DFD), and the Detroit Water and Sewerage Department (DWSD). The RFP solicits emergency demolition services for a two-story, single-family frame dwelling located at 2561 Newport that sustained severe fire damage on August 17, 2026. The structure requires immediate demolition due to collapsed second floor and center exterior side walls, unsupported roof and floor remnants, missing first floor top plate, and risk of further collapse creating an attractive nuisance. Emergency timelines must be met regardless of Frost Law status. The RFP specifies that backfill material must originate from a Category 2 source approved on the City of Detroit Backfill platform.

Upon receipt of BSEED Open Hole Approval, CDD will notify DWSD to verify existing water service line material and remove any lead service lines if present, with DWSD completing inspection and removal within five business days. CDD will create a demolition issue in Salesforce that automatically notifies the contractor and pauses the project timeline during DWSD's inspection and removal activities to ensure accurate tracking of contractor performance and compliance with contractual deadlines. The successful vendor will be subject to the CDD Abatement and Demolition Contractor Discipline Policy dated May 12, 2025, available in the Contractor Resources Folder. No changes to the demolition scope or contractor responsibilities result from the lead service line removal process.

Notes to Include in the RFP

BSEED Inspector Description: On complaint inspection, found 2 story 1 family frame dwelling. Posted. Fire has caused collapse of 2nd floor and center exterior side walls into 1st floor. Roof and 2nd floor remnants remain unsupported overhead. Missing 1st floor top plate leaves front and rear sections of dwelling disconnected and at risk of further collapse. Accessibility and proximity pose attractive nuisance. Vacant lots to the north and south.

DLBA owned property.

Rec Emergency Demolition.

DFD Fire Occurrence Date: 8/17/2026

*Emergency timelines must be met regardless of if Frost Laws are in effect.

Backfill:

· The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Please refer to the backfill platform for a current list of approved sources.

DWSD Lead Service Line Removal

· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:

1. Verify the existing water service line material; and

2. Remove any lead service lines, if present.

· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.

· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.

· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.

· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.

Discipline:

· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.

· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf of
