About this opportunity
The City of Detroit is soliciting emergency quotes for residential demolition at 1674 Burlingame under an RFQ process with quotes due September 8, 2026, submitted through the City of Detroit Oracle Supplier Portal. This is an expedited emergency procurement circumventing standard bid procedures due to imminent public safety hazards.
The property is a 2-story, 2-family brick dwelling with extensive fire damage and structural collapse, presenting hazards including an unstable and leaning west-side brick wall at imminent collapse risk, structurally unsound chimney, and compromised bearing and supporting structural members scattered with debris near street and sidewalk right-of-way. Emergency demolition timelines must be met regardless of frost law restrictions. Respondents must be pre-qualified demolition contractors and must submit quotes on a Price Sheet in .XLSX format accompanied by a Professional Rate sheet. All quotes must be binding for 120 calendar days from the deadline. The City reserves the right to award all groups or line items to one vendor, different groups to different vendors, or any combination based on lowest responsive and responsible bid price with consideration to local preferences.
The scope of services encompasses demarcation and signage placement within one calendar day of Notice to Proceed; structure demolition within three calendar days; open hole inspections within seven calendar days; backfill and grading within fourteen calendar days of open hole approval; and site finalization including sidewalk replacement and final grading. Contractors must assign qualified project managers with OSHA Lead Awareness Training and asbestos awareness certifications or equivalent. Backfill materials must source from City of Detroit–approved Category 2 sources meeting Michigan Part 201 Residential Cleanup Criteria. The Detroit Water and Sewerage Department will inspect existing water service lines and remove any lead service lines upon BSEED Open Hole Approval notification, with contractor performance paused during this estimated five business day window.
Successful vendors must secure 100% performance and payment bonds and provide Certificates of Insurance naming the City of Detroit and Detroit Land Bank Authority as additional insureds within five business days of award. Contractors are not responsible for permit costs but must replace any sidewalk damage at their own expense. All debris must be transported to licensed Type II landfills. The City will not reimburse quote preparation costs and reserves the right to reject any quote, cancel the RFQ, withhold award, or rescind an award. Contractors awarded this project are subject to the CDD Abatement and Demolition Contractor Discipline Policy dated May 12, 2025.
