About this file
This is a scope of work note document for the City of Detroit Construction & Demolition Department (CDD) related to an emergency residential demolition project at 1674 Burlingame in Michigan. The project involves the demolition of a 2-story, 2-family brick dwelling that has sustained extensive fire damage with structural collapse. The building presents multiple public safety hazards, including an unstable and leaning west-side brick wall with imminent collapse risk, structurally unsound chimney, compromised bearing and supporting structural members, and scattered debris throughout the property and near street and sidewalk right-of-way. The scope requires emergency demolition timelines to be met regardless of frost law restrictions.
The contractor awarded this project must source backfill material from a Category 2 source approved through the City of Detroit Backfill platform. As of August 1, 2026, the Detroit Water and Sewerage Department (DWSD) will be notified upon receipt of BSEED Open Hole Approval to verify existing water service line material and remove any lead service lines if present, with an estimated five business day completion window. The demolition contractor's term of performance will be paused during DWSD's inspection and removal process, with dates tracked in Salesforce to ensure accurate contractor performance documentation. The successful vendor will be subject to the CDD Abatement and Demolition Contractor Discipline Policy dated May 12, 2025, which governs contractor conduct and compliance standards for all demolition projects.

DWSD Lead Service Line Removal
· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:
1. Verify the existing water service line material; and
2. Remove any lead service lines, if present.
· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.
· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.
· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.
· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.
Discipline:
· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.
· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf
