About this opportunity

The City of Detroit Office of Contracting and Procurement is requesting quotes for emergency residential demolition of a garage only at 16510 W Parkway under an Emergency RFQ, with quotes due September 16, 2026. Only vendors prequalified by the City's Non-Proposal Demolition Program are eligible to submit. The Building Official has determined the structure presents an imminent danger of collapse and an actual and immediate threat to public health, safety, and welfare.

Respondents must submit completed price sheets and professional rate sheets in .XLSX format through the City's Oracle iSupplier Portal. The scope includes demolition (Sections III and IV), backfill and grading (Section V), and site finalization (Section VI), with completion defined as abatement, demolition, and final grade approval. Personnel assigned to demolition sites must hold OSHA Lead Awareness Training (field supervisors) and asbestos/lead awareness credentials (at least one operator or laborer per site). Backfill materials must comply with Michigan Part 201 Residential Cleanup Criteria and originate from City-approved sources. The contractor must complete demarcation and signage within one calendar day of Notice to Proceed, execute demolition within three calendar days, and complete backfill and grading with inspection requests within fourteen calendar days of Open Hole Approval. Sidewalk replacement at contractor expense is required if damaged during demolition. The contractor bears all costs for equipment, materials, permits, labor, debris transport to licensed Type II landfills, utility coordination, dust control, and adjacent-structure protection.

Successful vendors have five business days from award notification to provide performance and payment bonds equal to 100 percent of the total contract amount, along with certificates of insurance naming the City of Detroit and Detroit Land Bank Authority as additional insureds. Quotes remain binding for 120 calendar days and cannot be withdrawn. The City reserves the right to award line items to different vendors and will select the lowest, responsive, and responsible bid price with consideration to local preferences. Invoices must correspond to purchase-order pricing and be submitted under the City of Detroit Prompt Payment Ordinance on Net 30 terms.
