About this file

This is an RFP note document related to an emergency residential demolition project in Michigan for a property located at 16510 W Parkway, specifically for garage demolition only. The project involves the removal and demolition of a garage structure at the specified residential address. The document appears to be a preparatory note for inclusion in the formal RFP materials, likely outlining the scope of work and key project parameters that will be communicated to potential bidders. The note establishes the foundation for the emergency demolition bid process, indicating that this is a time-sensitive project requiring qualified contractors to submit proposals for the work.

The document serves as an internal preparation tool for the contracting agency to ensure all essential project information is accurately represented in the final RFP package distributed to the bidding community. Specific details regarding pricing terms, bid due dates, site visit requirements, and other standard RFP provisions would be incorporated into the formal solicitation materials based on this foundational note. The emergency nature of the project suggests expedited timelines for both contractor selection and project completion compared to standard demolition contracts.

Backfill:

· The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Please refer to the backfill platform for a current list of approved sources.

DWSD Lead Service Line Removal

· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:

1. Verify the existing water service line material; and

2. Remove any lead service lines, if present.

· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.

· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.

· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.

· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.

Discipline:

· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.

· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf
