About this opportunity
The City of Detroit is requesting quotes on emergency residential demolition at 16196 W Parkway under the Non-Proposal Demolition Program, with quotes due September 16, 2026. Respondents must be pre-qualified by the City of Detroit Office of Contracting and Procurement and submit quotes through the Oracle Supplier Portal. A mandatory site visit is required before bid submission, with a date-stamped photograph of the property to accompany the response.
The property is a one-story frame dwelling with detached garage that sustained severe structural damage from a fallen tree and storm damage, including collapsed roof and compromised exterior walls. The scope includes pre-demolition due diligence, structural demolition, debris removal and disposal to licensed Type II landfills, backfill sourcing from City-approved Category 2 sources, grading, site finalization including 100% dutch white clover seeding, and sidewalk replacement if damaged. The contractor must assign a qualified Project Manager; employ personnel with OSHA Lead Awareness Training and asbestos credentials; disconnect electric, gas, water, and communication services; and conduct door-to-door notification within 400 feet. Demolition must be completed within three calendar days of Notice to Proceed; Open Hole Inspection requested within seven days of commencement; backfill and grading completed within fourteen days of Open Hole Approval; and Final Grade Inspection requested by June 30 for winter-approved properties. Upon Open Hole Approval, Detroit Water and Sewerage Department will verify water service line material and remove lead service lines if present, potentially pausing performance timeline for up to five business days. The contractor assumes all liability for property damage and corrects deficiencies at no cost. Successful vendors must provide 100% performance and payment bonds within five business days of award and maintain certificates of insurance naming the City and Detroit Land Bank Authority as additional insureds. Quotes remain binding for 120 calendar days. The contractor must comply with the CDD Abatement and Demolition Contractor Discipline Policy dated May 12, 2025.
