About this opportunity

The City of Detroit Office of Contracting & Procurement is seeking bids for emergency residential demolition at 15387 Tuller Avenue, with proposals due August 19, 2026 at 2:00 p.m. EST and questions due August 19 at 12:00 p.m. EST. A Notice of Emergency Ordered Demolition was issued August 14, 2026 by the Detroit Building Official, deeming the single-family residential structure structurally unsound and an immediate public safety hazard.

Contractors must complete demarcation and site notification within one calendar day of Notice to Proceed; structure demolition within three calendar days; backfill, grading, and inspection request within fourteen calendar days of Open Hole Approval; and invoice submission within thirty calendar days of Final Grade or Winter Grade Approval. The scope includes pre-demolition preparation, structural removal, debris management, backfill and grading with Michigan Part 201 Residential Cleanup Criteria compliance, and site finalization including seeding.

The Contractor must assign a qualified Project Manager and employ personnel with OSHA Lead Awareness Training (field supervisors) and asbestos awareness certifications (at least one operator or laborer per site). All backfill materials require Owner approval prior to use. The Contractor bears responsibility for utility disconnection verification, dust control, water management, safety barriers, debris transport to licensed Type II landfills, permit acquisition (except wrecking and hydrant permits, though hydrant re-inspection fees of $134.00 apply if a hydrant fails), property and infrastructure damage repair, and seven-year record retention. The Owner may withhold payment pending completion verification and stop work at any time for public health and safety. No compensation is due for delays caused by utility issues, weather, or Owner-directed modifications.

Bidders must physically inspect the site and submit date-stamped photographs with their proposal. Bids require a completed professional rate schedule in Excel with unit rates for Demolition and Backfill, Grade, and Site Finalization categories (no ranges, qualifying notes, or blank fields permitted); signed signature page; Combined Certificates of Authority; Income Tax and Account Receivables Clearance completion; current standard documents; and an Affidavit of Disclosure of Demolition Contractors form. Sub-contractors require submission of all CRIO-related certificates and standard documents. No zip files are permitted. Emergency timelines must be met regardless of frost law restrictions. Contact: Elisha Wright at wrightel@detroitmi.gov. Payment terms: Net 30, FOB delivery with lowest cost carrier.
