About this file

This is a Request for Proposal (RFP) note for emergency residential demolition services in Michigan, specifically addressing the demolition of the property located at 15387 Tuller. The document serves as a supplementary communication regarding the inclusion of an Emergency Management Group (EMG) demonstration as part of the proposal evaluation process. The RFP pertains to emergency demolition work, which indicates an urgent need for qualified contractors to remove a residential structure. The note establishes that potential bidders should be aware that an EMG demonstration component has been incorporated into the bidding requirements, suggesting that proposers will need to showcase their emergency management capabilities and procedures as part of their submission and evaluation.

The document appears to be dated July 29, 2026, and functions as an addendum or clarification note to the original RFP solicitation. This notation ensures that all interested bidders are informed of the demonstration requirement before submitting their proposals, allowing contractors to adequately prepare their EMG demonstration materials and methodologies. The inclusion of an emergency management demonstration requirement indicates that the jurisdiction prioritizes contractors' ability to effectively manage emergency situations and coordinate response efforts, in addition to their technical demolition capabilities.

· The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Please refer to the backfill platform for a current list of approved sources.

DWSD Lead Service Line Removal

· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:

1. Verify the existing water service line material; and

2. Remove any lead service lines, if present.

· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.

· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.

· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.

· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.

Discipline:

· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.

· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf
