About this opportunity

The City of Detroit is requesting quotes for emergency residential demolition at 13130 Maiden under an RFQ due August 28, 2026 — the same date as this posting. Respondents must submit unit-rate pricing on the Professional Rate Schedule; all highlighted cells must be completed with mean-average dollar values per unit of measure, with no ranges, qualifying notes, alternate unit types, or blank fields permitted. The City reserves the right to deem submissions with these deficiencies as incomplete and non-responsive and may request clarification on any unit rate within twenty-four hours.

The subject property is a 1.5-story frame single-family dwelling (3,833 square feet on 0.088 acres) classified by the Building Official as structurally unsound and dangerous, presenting imminent risk of collapse. The scope spans demolition (including administration, supervision, labor, equipment, regulated and non-regulated material trucking, and disposal of asbestos-containing materials and construction debris), backfill and grading with City-approved Category 2 source materials, and site finalization with seeding. Demarcation and safety notifications must be completed within one calendar day of Notice to Proceed; demolition within three calendar days; backfill and grading within fourteen calendar days of approval; and final seeding following Final Grade Inspection approval. OSHA Lead Awareness Training is required for field supervisors; asbestos awareness certification is required for at least one operator or laborer per site. Upon BSEED Open Hole Approval, the Detroit Water and Sewerage Department will conduct lead service line inspections and removal (if required) within five business days, with no changes to contractor scope or responsibilities resulting from this process.

The contractor bears all costs for equipment, materials, permits, utility disconnections, water management, debris disposal, backfill sourcing, sidewalk replacement, and site seeding. All work must comply with federal, state, and local law and industry standards. Bidders must have personally visited the site prior to submission and include a date-stamped photograph (not the Notice photograph) with their response. Quotes remain binding for 120 calendar days. The City reserves the right to award all line items to one vendor, distribute among multiple, or award different line items to different vendors based on lowest responsive and responsible bid with consideration given to local preferences. Successful vendors must secure 100 percent performance and payment bonds and provide certificates of insurance naming the City of Detroit and Detroit Land Bank Authority as additional insureds within five business days of award notice.
