About this file
This RFP note document pertains to emergency residential demolition services for the City of Detroit, Michigan, specifically for the property located at 13130 Maiden. The project involves the demolition of a 1.5-story frame, single-family dwelling that has been classified as a dangerous building requiring emergency demolition. The structure presents multiple code violations and safety hazards, including structurally unsound brick veneer with imminent danger of falling, an unsupported roof at risk of collapse, damaged front porch, unmaintained yards with overgrowth and trash, rat harborage issues, and a vacancy period exceeding 180 days without Vacant Property Ordinance compliance or required permits. Emergency timelines must be met regardless of frost law restrictions. The awarded vendor must adhere to backfill material requirements, utilizing Category 2 source-approved materials from the City of Detroit Backfill platform.
Contractors selected for this work must comply with the Detroit Water and Sewerage Department (DWSD) lead service line removal process initiated upon receipt of BSEED Open Hole Approval, with DWSD required to complete inspections and any necessary lead service line removal within five business days. The demolition contractor is responsible for no changes to scope or responsibilities resulting from this process. Successful vendors must comply with the "CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025," which establishes performance standards and disciplinary measures. Project hold periods during DWSD verification and lead service line removal will be tracked in Salesforce and documented to ensure accurate contractor performance and contractual timeline compliance.

Backfill:
· The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Please refer to the backfill platform for a current list of approved sources.
DWSD Lead Service Line Removal
· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:
1. Verify the existing water service line material; and
2. Remove any lead service lines, if present.
· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.
· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.
· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.
· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.
Discipline:
· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.
· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf
