About this opportunity
The City of Detroit is soliciting quotes for emergency residential demolition at 12707 Strathmoor, with quotes due September 16, 2026 — same-day deadline. This is an emergency RFQ issued under the City's Demolition Program to pre-qualified vendors; the Building Official has determined the structure presents imminent danger and an actual and immediate threat to public health, safety, and welfare.
The property is a 1-story frame dwelling that sustained severe fire damage on December 26, 2024, with structural damage to the second floor, front exterior wall, porch, and dormer. The property is vacant, open to trespass, heavily overgrown, and littered with illegal dumping. A demolition order was issued by the City Code in 2025. Emergency timelines must be met regardless of frost law restrictions.
The scope includes demolition services (excluding regulated asbestos-containing materials abatement unless discovered during work), backfill and grading operations using Category 2 source material approved on the City of Detroit Backfill platform, and site finalization work. The selected contractor must comply with the City of Detroit Construction & Demolition Department Abatement and Demolition Contractor Discipline Policy effective May 12, 2025. Upon receipt of BSEED Open Hole Approval, the Detroit Water and Sewerage Department will be notified to verify water service line material and remove any lead service lines within five business days; the project timeline will be paused during this verification period, with dates tracked in Salesforce.
Respondents must submit completed price sheets in .XLSX format and professional rate schedules with unit rates for demolition and backfill/grading/site finalization services; all highlighted cells must be completed with mean per-unit costs, with no ranges, qualifications, or blank fields permitted. Bidders must provide date-stamped photographs from on-site inspection and attest that the organization has visited the property. Quotes remain binding for 120 calendar days. Award will be based on lowest responsive and responsible bid with consideration to local preferences. Successful vendors have five business days to provide 100% performance and payment bonds and certificates of insurance naming the City of Detroit and Detroit Land Bank Authority as additional insureds.
