About this file
This is an RFP note document for the City of Detroit's Construction & Demolition Department (CDD) regarding an emergency residential demolition project at 12707 Strathmoor in Michigan. The project involves the demolition of a 1½-story frame dwelling that sustained severe fire damage on December 26, 2024, resulting in structural damage to the second floor, front exterior wall, porch, and dormer. The property is vacant, open to trespass, heavily overgrown, and littered with illegal dumping. A demolition order was issued by the City Code in 2025, and emergency timelines must be met regardless of frost law restrictions. The selected contractor must utilize backfill material from a Category 2 source approved on the City of Detroit Backfill platform.
The Detroit Water and Sewerage Department (DWSD) will be notified upon receipt of BSEED Open Hole Approval to verify water service line material and remove any lead service lines within five business days. During this verification period, the project timeline will be paused, with dates tracked in Salesforce to ensure accurate contractor performance measurement. The successful vendor will be subject to the CDD Abatement and Demolition Contractor Discipline Policy effective May 12, 2025, and no changes to the scope of services or contractor responsibilities are required due to the DWSD lead service line removal process.

*Emergency timelines must be met regardless of if Frost Laws are in effect.
Backfill:
· The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Please refer to the backfill platform for a current list of approved sources.
DWSD Lead Service Line Removal
· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:
1. Verify the existing water service line material; and
2. Remove any lead service lines, if present.
· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.
· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.
· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.
· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.
Discipline:
· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.
· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf
