About this opportunity

The City of Ocala, located in Marion County, Florida, is seeking qualified contractors for emergency oil spill response and cleanup services through Invitation to Bid (ITB# ELE/250706). The procurement is designed to establish a comprehensive emergency response capability for containing, recovering, and disposing of oil spills within the city's jurisdiction. Contractors must be capable of mobilizing within four hours of notification and executing oil spill containment operations in strict compliance with FEMA's Public Assistance Program, the Clean Water Act, and EPA regulations. Required qualifications include a minimum of five years of experience in emergency oil spill cleanup, with contractors expected to coordinate with local agencies and environmental organizations. The bid requires submission of a complete Exhibit B - Price Proposal, with six primary line items including mobilization, response personnel, containment equipment deployment, waste disposal, testing, and report generation. The solicitation is open from May 30, 2025, with proposals due by June 16, 2025. Award will be made to the lowest bidder meeting all requirements, with the City reserving the right to select multiple contractors for these services.

There are no specific set-aside designations or restrictions on organizational types mentioned in the procurement documents. The contract requires contractors to perform a minimum of 80% of work with their own forces and maintain substantial insurance coverage, including $1,000,000 per occurrence for Commercial General Liability, Commercial Automotive Liability, and Pollution Liability Insurance. While no incumbent vendors are identified, the contract allows for potential three-year agreements with optional one-year renewals. Price increases are limited to 3% annually and must be justified using the Consumer Price Index for Urban Consumers (CPI-U), with increase requests required at least 90 days prior to contract renewal. The estimated annual value is not explicitly stated, but the bid includes estimated quantities such as 1 mobilization event, 100 hours of response personnel, 5 containment equipment deployments, 100 pounds of waste disposal, 1 testing event, and 20 hours of report generation. The City will pay contractors only for actual units or services provided, making the total contract value dependent on actual emergency response needs.
