About this opportunity

The Commonwealth of Kentucky Department of Military Affairs, on behalf of Fayette County, issued a Request for Quotation (RFQ 095 2200000121) on January 13, 2022, for an emergency notification system to serve Bluegrass Station located at 5751 Briar Hill Road in Lexington, Kentucky. Proposals must be submitted by January 24, 2022, at 1:00 PM EST to Joe Barrett, Procurement, Department of Military Affairs, via fax, email, or hand delivery. The procuring agency seeks a comprehensive twelve-month emergency notification system capable of supporting 300 users with monthly message limits of 3,000 SMS and 3,000 voice minutes, featuring encrypted data at rest, manager alert capabilities, and multi-channel alert delivery via desk phones, mobile applications, email, and text messaging. The system must be interoperable with local emergency services including the Lexington Fire Department and Lexington Police Department, as well as federal agencies such as the U.S. Department of Homeland Security and Federal Bureau of Investigation. The selected vendor must provide setup, configuration, unlimited training, and 24/7/365 support on an FOB Destination, freight prepaid basis, with pricing excluding federal excise taxes and Kentucky state sales and use taxes. Award will be made using a best value ranking approach with price weighted at 100 points, with the lowest-priced bidder receiving the maximum score and other bids scored proportionally based on their relative price.

All bidders must submit a signed, notarized affidavit certifying compliance with Kentucky campaign finance laws, sales and use tax registration requirements, state tax obligations, and prohibitions on boycotts as defined in Kentucky Revised Statutes. The affidavit requirements include attestations under penalty of perjury regarding compliance with KRS 45A.110, 45A.115, 45A.485, Chapter 139, and KRS 11A.236, and for non-bid contracts, additional certifications regarding campaign contributions under KRS 121.056 and KRS 121.330. The contract term runs from February 8, 2022, through February 7, 2023, with an option for renewal for one additional one-year period, and the total cost of services shall not exceed $20,000 per fiscal year. The Commonwealth retains standard requirements including compliance with debarment and suspension regulations, non-discrimination provisions, drug-free workplace standards, and environmental regulations, with payment terms requiring settlement within 30 working days of invoice receipt per Kentucky statute KRS 44.010, KRS 45.453, and KRS 45.454. Either party may cancel the contract with 30 days' written notice, and the Commonwealth may terminate if funds are not appropriated. All contracts shall be governed by the laws of the Commonwealth of Kentucky, with any legal actions filed in Franklin County Circuit Court.
