Emergency Notice Omni Ballot ADA portal

The State of Illinois is issuing an emergency procurement for a secure, accessible remote balloting solution to be provided by Democracy Live for the November 2022 General Election. The Illinois State Board of Elections is seeking a statewide OmniBallot Accessible Balloting Portal, including an Accessible Absentee System, self-administered outbound voter email, support, and training. This solution is required to comply with Illinois law and the Americans with Disabilities Act. The expected start date is August 30, 2022, and the expected end date is November 27, 2022, with an estimated expenditure of $119,950. The procurement is being funded through state appropriated funds, as there is no existing state contract available that meets the emergency need. The procurement does not specify any set-aside designations or restrictions on the types of organizations that can respond. The document indicates that Democracy Live is the incumbent vendor and has a pending contract with the Illinois State Board of Elections for an ADA Accessible Vote Platform valued at $119,950. No additional information is provided on possible award values or budget ranges.
