EMERGENCY NOTICE: Old State Capitol SHS Window Restoration

The Illinois Department of Natural Resources has declared an emergency for historic window restoration at the Old State Capitol State Historic Site in Springfield and has issued notice on October 9, 2026 with a January 5, 2027 deadline; this is a notice of emergency procurement authorization, not a traditional competitive solicitation.

The scope encompasses restoration and replacement of twenty-three failed historic windows across multiple building elevations and floor levels, including the ground floor, upper floor, observatory floor, and cupola. Work involves exterior and interior restoration requirements as detailed in architectural drawings prepared by Trivers Associates, Inc. under Project No. 104-600-018 (CERP Code OSC-27-034). The site is located at S 6th Street and E Adams Street in Springfield, Sangamon County, Illinois. The architectural plans depict work on all four building elevations and reference related restoration and elevator upgrade work at the facility.

The emergency declaration permits expedited or modified procurement procedures in place of standard competitive contracting to address the critical condition of the windows and preserve the historic structure. The attached Emergency Project Specification (EPS) document and site location work area maps serve as formal authorization for emergency procurement; further specifications regarding budget allocation, funding sources, and contractor selection criteria are to be outlined in supporting procurement documents or addendums to be issued separately.
