About this opportunity
The State of Illinois Chief Procurement Office for General Services has declared an emergency and authorized indoor air quality testing at the CMS/IEMA Rochelle Warehouse and Offices (1025 Main Street, Rochelle, Illinois 61068) under an emergency purchase statement issued September 15, 2026; this is public notice of the emergency action, not an open solicitation.
The work has already been awarded to D.A.S. Consulting Services, LLC, a registered small business enterprise certified under the Illinois Business Enterprise Program (BEP). The vendor was selected based on availability for immediate service following an employee complaint regarding potential indoor air quality issues. The root causes identified include roof concerns and inadequate warehouse cross-ventilation creating moisture and humidity conditions conducive to fungal growth.
The scope includes visual observations, moisture meter testing of building materials, and fungal air sampling across multiple facility areas — warehouse, main floor, second floor offices, main floor storage area, warehouse conference/training center, and outdoor locations — totaling eleven samples with six additional contingency samples to be determined during the site visit. The estimated expenditure is $3,600, funded through state appropriated funds. Work authorization was communicated on September 14, 2026, and the contract was signed September 15, 2026. Per state regulations, an Emergency Final Cost form will be submitted within ten days of the succeeding month documenting actual expenditures if they differ from the estimated amount. No active state contract was available for these services at the time of the emergency declaration.
