About this file
This is an Emergency Purchase Statement issued by the State of Illinois Chief Procurement Office for General Services on behalf of the Central Management Services (CMS) agency. The emergency procurement authorizes D.A.S. Consulting Services, LLC to conduct indoor air quality (IAQ) testing at the CMS/IEMA Rochelle Warehouse and Offices located at 1025 Main Street, Rochelle, Illinois 61068. The testing services include visual observations, moisture meter testing of building materials, fungal air sampling across multiple facility areas (warehouse, main floor, second floor offices, main floor storage area, warehouse conference/training center, and outdoor locations) totaling eleven samples with six additional contingency samples to be determined during the site visit. The agency communicated authorization to begin work on September 14, 2026, and the contract was signed on September 15, 2026.
The estimated expenditure for this emergency purchase is $3,600.00, funded through state appropriated funds. The emergency was declared due to workplace safety concerns following an employee complaint regarding potential IAQ issues. Root causes identified include roof concerns and inadequate warehouse cross-ventilation creating moisture and humidity conditions conducive to fungal growth. D.A.S. Consulting Services, LLC was selected based on availability for immediate service and because the vendor is a registered small business enterprise certified under the Illinois Business Enterprise Program (BEP). The agency determined that no active state contract was available for these services. Per state regulations, an Emergency Final Cost form will be submitted within ten days of the succeeding month documenting actual expenditures if they differ from the estimated amount.
