About this opportunity
The State of Illinois Department of Natural Resources (IDNR) issued an emergency notice for land management vehicles on August 28, 2026, with proposals due November 14, 2026.
This is a post-award notice documenting an emergency purchase already executed under Illinois Procurement Code Section 20-30(d) on August 17, 2026. IDNR procured three pickup trucks—one 2025 Ford Ranger 4x4 Crew Cab, one Ford Ranger 4x2 Crew Cab, and one 2026 Ford Maverick Hybrid—from Morrow Brothers Ford, Greenfield, Illinois, for a total of $106,482 in State Appropriated Funds. The emergency was justified by critical fleet conditions: multiple vehicles became inoperable due to wear and high mileage, preventing field personnel from performing duties and risking facility shutdowns.
IDNR determined that an active state contract could not meet the need due to closed ordering windows and the incumbent vendor's inability to guarantee timely delivery. No Business Enterprise Program contractors were identified as registered to provide Class 2 trucks, so no set-aside or participation goal applied.
All contracts are subject to Illinois Standard Terms and Conditions, including prevailing wage compliance where applicable, general liability insurance of $1 million per occurrence, worker's compensation as required by law, and three-year record retention (five years if federal funds are used). Vendors must comply with the Standard Illinois Certifications form, certifying legal status, absence of criminal convictions, state tax compliance, drug-free workplace status, steel product sourcing, forced labor prohibitions, and cybersecurity directives. For contracts exceeding one year, vendors must recertify by January 1 of each subsequent fiscal year. The State retains the right to terminate for cause with written notice or for convenience with thirty days' notice. All work product is deemed work for hire with exclusive State ownership. Disputes are resolved exclusively through the Illinois Court of Claims.
