About this file
This is an Emergency Purchase Statement from the State of Illinois Chief Procurement Office for General Services involving the Illinois Department of Natural Resources (IDNR) Land Management division. The emergency purchase is for the acquisition of three pickup trucks: one 2025 Ford Ranger 4x4 Crew Cab Pickup, one Ford Ranger 4x2 Crew Cab Pickup, and one 2026 Ford Maverick Hybrid Pickup Truck. The purchase was categorized as a quick purchase under Section 20-30(d) of the Illinois Procurement Code, with an award date of August 17, 2026. No specific response deadline, site visits, or bidder's conferences are documented in this emergency procurement statement.
The total estimated expenditure is $106,482, funded through State Appropriated Funds. The vendor selected is Morrow Brothers Ford, located in Greenfield, Illinois (62044), which was chosen based on vehicle availability, state registration status, competitive pricing, and established customer service reputation with the agency. IDNR justified the emergency purchase citing critical fleet conditions where numerous vehicles have become inoperable due to wear, high mileage, and safety concerns, resulting in employees being unable to perform their duties and potential facility shutdowns. An active state contract was identified; however, it does not meet the need due to closed ordering windows and the vendor's inability to guarantee timely delivery. No Business Enterprise Program contractors were identified as available for inclusion on this purchase, as no BEP vendors are registered to provide the specific class 2 trucks required.

TextField2: The agency has a large number of vehicles that need to be replaced immediately or very soon. Vehicles are being put out of service for unsafe conditions at an alarming rate. Without these vehicles IDNR employees are not able to do their job and in some cases state facilities are in jeopardy of being shut down. Due to the large number of Land Management sites across the state and the stress of day to day operations the Department of Land Management is in desperate need of vehicles for various state parks across the state.
TextField4: Many vehicles in the agency's fleet are inoperable due to wear and tear, high mileage and overall safety concerns. Additionally, numerous state sites are sharing vehicles in order to satisfy the agency's responsibilities.
ExplanationForSelectingVendor: The agency has searched several vendors to find vehicles that would meet the agencies needs and be delivered within the fiscal year. Morrow Brothers Ford has the vehicles that meet the agency needs, are registered to do business with the State, are providing a competitive price, have a strong reputation of outstanding customer service with the agency.
