About this opportunity

The Illinois Law Enforcement Training & Standards Board (ILETSB) is conducting an emergency procurement for eight 2026 Ford Police Interceptor Utility AWD vehicles with emergency equipment installation and licensing, with proposals due November 2, 2026. This is a quick purchase under emergency authority, not a competitive solicitation.

The emergency was triggered by ILETSB's need to have operational vehicles ready for eight new investigators hired in January 2027, combined with the restricted ordering window for police pursuit vehicles (November through January annually) and production timelines that exceed standard procurement procedures. ILETSB determined that normal competitive procurement could not meet this timeline.

The scope includes eight vehicles equipped with driver's side LED spotlight, headlight wig-wag system, factory ignition override idle lockout, remote keyless entry systems, front and rear dual air conditioning, heavy-duty battery, interior and cargo lighting, heated mirror glass, blind spot information system, cross traffic alert system, pre-collision mitigation system, reverse sensing system, and pre-drilled taillamp housing. Licensing is included.

The total contract cost is $434,768.00. The selected vendor is Morrow Brothers, located in Greenfield, Illinois, based on vehicle availability and capability to equip vehicles and meet the required delivery timeline. A competing Business Enterprise Program vendor, Sutton Ford, was contacted but could not provide the correct number of vehicles in required specifications and color with timely equipment installation.

The contract is contingent upon appropriation of funds by the Illinois General Assembly and funded through State Appropriation Funds. The vendor must maintain General Commercial Liability insurance of $1,000,000 per occurrence with $2,000,000 annual aggregate and Auto Liability coverage of $1,000,000 per occurrence. Manufacturers' warranties transfer to the State and must cover a minimum of twelve months. The contract may be terminated for convenience with thirty days' notice or immediately for cause.
