About this file

This is an Emergency Purchase Statement filed by the Illinois Law Enforcement Training & Standards Board (ILETSB) with the State of Illinois Chief Procurement Office for General Services, documenting a quick purchase emergency procurement for police pursuit vehicles. The agency requested eight (8) new 2026 Ford Police Interceptor Utility AWD vehicles along with comprehensive emergency equipment installation and licensing. The emergency purchase was necessitated by ILETSB's need to have operational vehicles ready for eight new investigators hired in January 2027, combined with the restricted ordering window for police pursuit vehicles that typically occurs only from November to January annually. The agency determined that standard procurement procedures could not meet this timeline, as production and delivery of police pursuit vehicles through normal channels requires several months. The selected vendor, Morrow Brothers located in Greenfield, Illinois, was chosen based on vehicle availability and the capability to equip the vehicles with necessary emergency equipment in the required timeframe. A competing vendor, Sutton Ford (a Business Enterprise Program vendor), was contacted but could not provide the correct number of vehicles in the required specifications and color with timely equipment installation capabilities.

The total contract cost is $434,768.00 for all eight vehicles, emergency equipment, and licensing, representing an actual expenditure amount. The emergency purchase was authorized on October 14, 2026, and funded through State Appropriation Funds. The required emergency equipment includes driver's side LED spotlight, headlight wig-wag system, factory ignition override idle lockout, remote keyless entry systems, front and rear dual air conditioning, heavy-duty battery, interior and cargo lighting, heated mirror glass, blind spot information system, cross traffic alert system, pre-collision mitigation system, reverse sensing system, and pre-drilled taillamp housing. The agency's procurement officer, Chaney Lovellette, certified that the emergency purchase was made with as much competition as practicable under the circumstances and that best efforts were utilized to include Business Enterprise Program certified contractors.

TextField2: Morrow Brothers has leftover vehicles from last Model Year that meet our immediate need to have emergency vehicles ready and available for our eight (8) new officers who will be hired in January 2027. This Emergency purchase cover all the expenses for the vehicles, licensing, emergency equipment, and the installation of equipment on all eight (8) PPVs.
TextField4: I am the Agency Purchasing Officer for ILETSB and I am the only person at our Agency with specific State Procurement knowledge and Training. I have been on military leave since March 2025 and returned September 2026. We are hiring eight (8) more investigators to cover various areas around Illinois. Because of my absence last year ILETSB's staff did not realize that Police Pursuit Vehicles are only available for order a few months out of the year; typically November to January. Besides those ordering windows ILETSB is not able to purchase Police Pursuit Vehicles and when they are ordered production can take months.
ExplanationForSelectingVendor: Morrow Brothers has these vehicles available for quick purchase and they are already located on lot and only need the emergency equipment added.

TextField3: The master contract is competitively procured every few years and the only two dealerships that I know that deal with Police Pursuit Vehicle's in Illinois are Morrow Brothers and Sutton Ford. Sutton Ford did not have the right vehicles in stock. However, I sent the request for quote to Morrow Brothers with the caveat that we are collecting quotes from other vendors to promote competition.
TextField1: I called Sutton Ford's Fleet Department, a BEP vendor, but they did not have the right number of vehicles in the right color/admin package/ and ability to add the emergency equipment in a timely manner.
