About this opportunity
The State of Illinois Department of Transportation (IDOT) issued an Emergency Purchase Statement on October 14, 2026 for occupational drug and alcohol testing, pre-employment physicals, Return-to-Duty evaluations, and Fitness-for-Duty assessments, with services commencing October 16, 2026 and continuing through a 90-day emergency procurement period. This is a public notice only, not a bidding opportunity.
The emergency procurement was triggered by the closure of HSHS Medical Group's occupational health clinics effective October 16, 2026, creating an immediate service gap that IDOT must fill to maintain operational continuity. IDOT determined that Examinetics was the sole vendor capable of meeting the urgent timeline, statewide clinic coverage through its existing Illinois network, and mobile service unit deployment. The agency conducted competitive outreach to multiple vendors under NIGP codes 952-07 and 948-44 but found no other provider could satisfy both the compressed timeline and full operational scope.
The estimated emergency expenditure is $2 million, funded through State Appropriated Funds. IDOT made best-effort attempts to include Business Enterprise Program (BEP)-certified contractors but determined that Examinetics' ownership structure and quality-control standards precluded commitment to BEP subcontracting goals. No active state contract was available to fulfill these requirements. Pursuant to 44 Ill. Admin. Code 1.2030(f)(5), an Emergency Final Cost form will be submitted by IDOT and published by the State Purchasing Officer no later than the tenth day of the succeeding month to reconcile actual costs against the estimated amount. IDOT has announced its intention to pursue a long-term occupational health provider through standard procurement processes following the 90-day emergency period.
