About this file

This Emergency Purchase Statement (EPS) is issued by the State of Illinois Department of Transportation (IDOT) through the Chief Procurement Office for General Services regarding an emergency procurement for occupational health services. The emergency procurement addresses an immediate service gap created by the closure of HSHS Medical Group's occupational health clinics, effective October 16, 2026, requiring IDOT to secure temporary services for drug and alcohol testing, pre-employment physicals, Return-to-Duty evaluations, and Fitness-for-Duty assessments. The selected vendor, Examinetics, has been identified as capable of meeting IDOT's operational requirements through both its existing Illinois clinic network and mobile service units. The emergency purchase was authorized on October 14, 2026, with services to commence on October 16, 2026, and is designated as a 90-day emergency procurement while IDOT pursues a long-term provider through standard procurement processes.

The estimated total expenditure for this emergency purchase is $2,000,000, funded through State Appropriated Funds. IDOT conducted competitive outreach to multiple vendors under NIGP codes 952-07 and 948-44; however, Examinetics was identified as the sole provider capable of meeting the urgent timeline, statewide coverage requirements, and operational specifications. The agency made best-effort attempts to include Business Enterprise Program (BEP)-certified contractors but determined that Examinetics could not commit to BEP subcontracting goals due to their ownership structure and quality-control standards. No active state contract was available to fulfill these emergency requirements. Pursuant to 44 Ill. Admin. Code 1.2030(f)(5), an Emergency Final Cost form will be submitted by IDOT and published by the State Purchasing Officer no later than the tenth day of the succeeding month to reconcile actual costs against the estimated amount.

Emergency Condition (select the appropriate option from the drop-down menu below):

To prevent or minimize serious disruption in critical State services that affect health, safety, or collection of substantial State revenues

Provide a description and reasons for needing this emergency purchase:

IDOT requires an emergency 90‑day procurement because its current provider, HSHS Medical Group, will close all occupational health clinics and terminate its contract effective October 16, 2026. This unexpected loss of service creates an immediate gap in essential drug and alcohol testing, pre‑employment physicals, Return-to-Duty, and Fitness-for-Duty required for regulatory compliance and employee safety. The emergency purchase is needed to maintain uninterrupted services and ensure continued compliance with federal and state requirements while a new long‑term provider is procured.

Provide the conditions and circumstances that led to the need for this emergency purchase:

This emergency purchase is needed because HSHS Medical Group, IDOT’s current occupational health services provider, will close all of its occupational health clinics and terminate its contract with IDOT effective October 16, 2026.

The closure will result in the loss of essential services, including drug and alcohol testing, pre-employment physicals, and fitness-for-duty evaluations. Without these services, IDOT could face compliance issues and disruptions that may affect employee and public safety.

Because there is not enough time to complete the regular procurement process before the current services end, IDOT needs to obtain temporary occupational health services on an emergency basis. This will prevent a gap in service while IDOT works to procure a new long-term provider.

Reason for selection of this particular vendor:

After extensive research and evaluation of available vendors under NIGP codes 952-07 and 948-44, we identified Examinetics as a vendor that, to date, appears capable of meeting the requirements for both contracts.

Examinetics provided a list of its Illinois clinic network, which includes numerous clinics that we currently utilize as subcontracted providers for pre-employment physicals. This existing network provides familiarity with the locations and supports continuity of service.

In addition to its clinic network, Examinetics can provide the required services on site using its own mobile unit. This approach eliminates the need to utilize IDOT facilities, including IDOT restrooms for urine specimen collection, and provides a more controlled and efficient process for delivering the required occupational health services.

Based on the research conducted and the information provided by the vendor, Examinetics has demonstrated the ability to meet the operational and service requirements identified for both contracts.

Description of supplies or services to be provided:

The emergency procurement will provide temporary access to essential occupational health services—including drug and alcohol testing, pre‑employment physicals, and fitness‑for‑duty evaluations so IDOT can maintain required medical and regulatory compliance while transitioning to a new long‑term provider.

Emergency procurements shall be made with as much competition as is practicable under the circumstances, and agencies shall utilize best efforts to include contractors certified under the Business Enterprise Program in its emergency procurement process. 30 ILCS 500/20-30(a).

Describe the actions taken by the agency to make the emergency purchase with as much competition as is practicable under the circumstances:

IDOT sought competition by immediately contacting multiple vendors through phone and email to determine who could meet the urgent service requirements created by the sudden closure of HSHS Medical Group’s occupational health clinics. Several vendors were unable to provide the necessary services within the required timeframe or lacked adequate coverage and capacity. After evaluating all vendors under the applicable NIGP codes, Examinetics was the only provider able to meet IDOT’s operational needs, statewide clinic access, mobile service capability, and the mandatory October 16 start date. As a result, Examinetics was selected based on the competitive outreach conducted under the emergency circumstances.

List the actions taken by the agency that constitute its best efforts to include contractors certified under the Business Enterprise Program in this emergency purchase:

The agency conducted extensive research of vendors listed under NIGP codes 952‑07 and 948‑44 and identified Examinetics as the only vendor capable of meeting the emergency requirements. As part of our best‑effort outreach, the agency contacted Examinetics directly via email to determine whether any portion of the work could be subcontracted to a BEP‑certified firm.

Examinetics responded that they could not commit to a BEP goal, explaining that their ownership structure does not qualify for BEP certification, they do not plan to subcontract due to quality‑control standards, and they could not ensure the availability of subcontractors who meet both their standards and BEP requirements under emergency conditions. Despite these limitations, the agency made all reasonable efforts, including vendor research and direct outreach, to identify and incorporate BEP participation in this emergency procurement.
