About this opportunity
The Illinois Department of Natural Resources is executing an emergency purchase of sheet piling materials to stabilize a causeway at Horseshoe Lake State Park in Madison County, with an award to Hammer and Steel Global, LLC on June 23, 2026 and a public-notice due date of September 20, 2026.
This is not an open solicitation. The emergency was triggered by discovery of poor soils and extreme pumping of underlying causeway soils during excavation for a pump station replacement project, which caused roadway failure and necessitated immediate stabilization to prevent further deterioration, resume project work, and safely reopen the causeway to the public.
The scope covers supply only (no installation): forty-four sections of PZC-18 interlocking steel sheet piling, each 40 feet long, manufactured to ASTM A-572 grade 50 specifications and uncoated; and four 90-degree corner connectors for assembly. Material delivery is scheduled four business days from order placement, via two flatbed trucks plus one transfer truck, with shipment to Wood River, Illinois.
The total contract value is $109,139.20: $93,139.20 for sheet piling at $1.05 per pound; $13,600 for corner connectors at $85 each; and $2,400 in freight charges, F.O.B. Wood River, Illinois. Payment is required prior to shipment. Funding comes from State Appropriated Funds.
Hammer and Steel Global, LLC is an approved Illinois Department of Transportation materials supplier (number 18421) located in Hazelwood, Missouri. The vendor was selected based on immediate material availability and pricing significantly more favorable than a competing quote—54 percent lower. No active State contract existed for the required supplies. The procurement conducted competitive bidding to the extent practicable under emergency circumstances and made best efforts to include Business Enterprise Program-certified contractors.
