About this opportunity
The Board of County Commissioners of Okaloosa County, Florida, issued Request for Proposals PS 34-26 to procure uniforms and related apparel for the Emergency Medical Services Division Uniform Contract. The procurement encompasses 37 distinct line items including Class A uniforms, tactical gear, patches, badges, caps, boots, jackets, and specialized apparel designed to meet the operational demands of a 24/7/365 EMS operation in extreme heat, humidity, and variable weather conditions. The uniform program must feature navy blue primary colors with black duty boots, pullover-style and button-down duty shirts, multi-purpose outerwear, and dress uniform options in navy blue and white. The County reserves the right to award to multiple vendors to ensure product availability and competitive pricing. Proposals will be evaluated on a 100-point scale across five categories: Product Quality and Durability (40 points), Compliance with Scope and Specifications (20 points), Pricing and Cost Structure (20 points), Customer Service, Delivery, and Support (10 points), and Vendor Experience and Qualifications (10 points). Vendors must submit detailed unit pricing for all 37 line items and provide required certifications covering drug-free workplace, E-Verify compliance, debarment status, lobbying, and anti-human trafficking affidavits. The deadline for written questions is March 31, 2026, at 3:00 PM, with proposals due electronically via OpenGov by April 15, 2026, at 3:00 PM CST. A non-mandatory review committee meeting is scheduled for May 12, 2026, at the Water and Sewer Administration Building in Fort Walton Beach, Florida, with possible oral presentations on May 21, 2026, anticipated award recommendation on May 22, 2026, and Board execution by June 2, 2026.
This RFP is fully federally grant-funded under Grant #23PLN65 and requires compliance with extensive federal regulations including 2 CFR Parts 25, 170, 180, and 200, the Davis-Bacon Act, equal employment opportunity requirements, E-Verify enrollment, and various other federal and state statutory requirements, with salary limitations under the Consolidated Appropriations Act of 2021. No set-aside designations or restrictions limiting participation to specific organization types are mentioned in the solicitation materials. The contract term is two years with three optional one-year renewals based on mutual written agreement between the County and selected vendor(s). No incumbent vendors, current contractors, or specific award values or budget ranges are disclosed in the available procurement documents. All respondents must maintain specified insurance coverage, comply with public records retention and nondiscrimination laws, and demonstrate vendor experience and qualifications appropriate for supplying uniform products and services to an active EMS division. The County reserves the right to award to the lowest responsive and responsible bidder, reject any or all proposals, waive informalities, and utilize state contracts in lieu of or in addition to this proposal.
