About this opportunity

The University of Georgia's Office of Emergency Preparedness has issued an electronic Request for Information (eRFI) for Emergency Management Software Solutions, posted January 23, 2026, with a response deadline of February 5, 2026. The procurement seeks a comprehensive software solution capable of supporting the development, maintenance, and management of Emergency Action Plans (EAPs), Continuity of Operations Plans (COOPs), Business Continuity Plans, and virtual Emergency Operations Centers (EOCs) across UGA's extensive campus infrastructure. The solution must address the limitations of UGA's current system by providing a centralized, efficient platform for over 800 buildings and 500 departments spanning diverse operational areas including information technology, medical programs, agriculture, and large-scale research facilities. Key requirements include alignment with FEMA guidelines, NFPA 1600 standards, and state regulations, as well as improved accessibility for first responders and end users. The software must facilitate efficient plan creation and maintenance while resolving current challenges stemming from decentralized, manual processes that impact consistency and compliance. Deliverables include a system that consolidates emergency management, insurance and claims management, campus police, and environmental safety functions, enabling departmental staff to access and maintain plans through a more efficient methodology.

The eRFI does not specify set-aside designations, disadvantaged enterprise requirements, or restrictions on respondent eligibility at this stage of the procurement process. No incumbent vendors or current contractors are identified in the available documentation. The procurement will utilize the information gathered through this eRFI to inform subsequent procurement decisions and determine the optimal solution for UGA's emergency management needs. Award values and budget ranges have not been disclosed in the eRFI materials provided. Interested suppliers should note that this is an information-gathering phase, and formal solicitation requirements, evaluation criteria, and contract terms will likely be detailed in subsequent procurement documents following the eRFI response period.

Purpose of the eRFI This electronic Request for Information (eRFI) is being issued to solicit information from interested suppliers with respect to Emergency Management Software Solutions for the University of Georgia (UGA) Office of Emergency Preparedness (hereinafter, the State Entity) as further described in this eRFI. The State Entity will use the information generated by this eRFI in conjunction with other information available to the State Entity to determine the solution that it is in the best interests of the State Entity to fulfill this need. Specifically, the State Entity is seeking information concerning software solutions that support the development, maintenance, and management of Emergency Action Plans (EAPs), Continuity of Operations Plans (COOPs), Business Continuity Plans, and virtual Emergency Operations Center (EOC). UGA's Current software system is not sufficient to support the dynamic and future needs of emergency management, insurance and claims management, campus police, and campus lab and environmental safety personnel, and departmental staff who require a more efficient method to access these plans and maintain the plans. UGA is committed to ensuring comprehensive emergency preparedness across all departments. Current processes for creating and maintaining emergency plans are decentralized and manual, creating challenges in consistency and compliance. UGA seeks a solution that aligns with FEMA guidelines, NFPA 1600 standards, and state regulations, while improving efficiency and accessibility for both first responders and end users. UGA reaches across the State of Georgia with over 800 buildings that may require an EAP and over 500 departments that may require a COOP/continuity plan. These departments can vary from information technology, medical programs, agriculture, and large-scale research. Overview of the eRFI Process The objective of the eRFI is to gather information to assist the State Entity in its consideration of available resources/methods to fulfill the need/goal identified above.
