About this opportunity

San Mateo County Emergency Management is soliciting services for Emergency Management Exercises, with a posting date of May 13, 2026 and a proposal due date of June 5, 2026. The procuring jurisdiction is San Mateo County, though San Bernardino City is also listed as a jurisdiction involved in this opportunity. The county seeks to engage a contractor to develop, design, and facilitate emergency management exercises that will enhance the operational capabilities of San Mateo County Emergency Management (SMC EM) and support its mission of building community resilience through coordinated preparedness, response, and protection services. The exercises should test and improve the county's ability to coordinate response across its 20 cities and unincorporated areas, and should be compatible with the operations of the 17,500 square-foot Regional Operations Center that serves as the Emergency Operations Center. Specific deliverables, key objectives, required qualifications of potential contractors, and detailed evaluation criteria are contained in the attached Emergency_Management_Exercises.pdf document. Prospective bidders should review this primary solicitation document for comprehensive information regarding exercise scope, performance metrics, and submission requirements, as well as the applicable contract template documents (Standard_Contract_Template_-Under$200K_DRAFT.docx or Standard_Contract_Template_-Over$200K_DRAFT.docx) depending on the anticipated contract value.

The solicitation documents do not explicitly specify set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor information in the summary materials provided. The contract templates provided in draft form suggest that award values may fall into two categories: contracts under $200,000 or contracts exceeding $200,000, which may determine the applicable terms and conditions. Interested organizations should carefully review all attached documentation, including the Emergency_Management_Exercises.pdf and relevant contract templates, to identify any specific eligibility requirements, organizational restrictions, infrastructure integration needs with the Regional Operations Center, or budget parameters that may apply to this procurement opportunity.
