About this opportunity
San Bernardino County's Office of Emergency Services is soliciting proposals for emergency management exercise program development and evaluation consulting services to support the San Bernardino County Operational Area Integrated Preparedness Plan, with proposals due June 26, 2026 at 5:00 PM PST. A 5% local-vendor preference applies to qualifying vendors.
The scope encompasses designing, developing, executing, and evaluating a comprehensive three-year multi-year exercise program that enhances coordination and interoperability across the operational area in compliance with Homeland Security Exercise and Evaluation Program (HSEEP) standards, the National Incident Management System, and the Standardized Emergency Management System. Services include facilitating discussion-based exercises (seminars, workshops, tabletop exercises, games) and operations-based exercises (drills, functional, and full-scale exercises); developing HSEEP-compliant After-Action Reports and Improvement Plans; creating training materials; and providing post-training support. All work products become the property of County OES upon payment.
The contract term runs from June 15, 2026 through June 15, 2029. Services are performed at two County locations: 1743 Miro Way in Rialto and 153 South Lena Road in San Bernardino. Federal funding applies, requiring compliance with Federal Acquisition Regulation provisions and 2 CFR Part 200 record-keeping requirements. Contractor must maintain comprehensive insurance coverage including general liability, workers' compensation, and errors and omissions insurance, with the County named as additional insured.
Evaluation uses best-value methodology: qualifications and experience (25%), technical review (35%), price (30%), and references (10%). Proposals must include detailed cost information encompassing all transportation, lodging, and per diem costs for personnel. Questions are due June 12, 2026 at 5:00 PM PST. Tentative award is scheduled for July 2026. The County reserves the right to terminate for convenience with 30 days' written notice and may withhold payment for incomplete or unsatisfactory deliverables.
