The contractor must maintain commercial general liability insurance of at least $2 million per occurrence, workers' compensation insurance, automobile liability of at least $1 million, and technology professional liability or cyber liability insurance of $2 million.

The contractor must be registered with the California Department of Industrial Relations, hold a C-7 Contractor's License, pass a Live Scan background check, and obtain performance and payment bonds. Prevailing wage requirements apply under California Labor Code sections 1720 and 1770. Pricing shall cover monthly data costs, installation, labor, equipment, site visits, taxes and fees, monthly management and network expansion fees, and estimated bond fees, with NET/30 payment terms and FOB Destination freight prepaid and added. Questions are due October 23, 2026. Proposals will be evaluated on a maximum of 1,000 points based on pricing, compliance, performance guarantees, references, and scalability and durability. Contract award is anticipated December 1, 2026. The County reserves the right to terminate any contract without cause upon 30 days' written notice.
