About this file
This is a Section 508 of the Rehabilitation Act Standards compliance document for Sacramento County's Emergency Internet Service procurement (RFP 2026-RFP-00071), which seeks proposals for low-earth-orbit (LEO) satellite and LTE/5G multi-carrier cellular connectivity services. The document establishes accessibility requirements that all information and communication technology (ICT) products, platforms, and services must meet to ensure comparable access for County employees and the public with physical, sensory, or cognitive disabilities. All ICT deliverables must conform to the Revised Section 508 Standards outlined in Parts 1193 and 1194 of Title 36, Code of Federal Regulations prior to delivery and final acceptance, with contractors prohibited from installing, configuring, or integrating any ICT product in a manner that reduces its conformance level.
Contractors are responsible for submitting current Accessibility Conformance Reports (ACRs) using the Voluntary Product Accessibility Template (VPAT) for each ICT deliverable, maintaining qualified staff and appropriate accessibility testing methods, and ensuring compliance throughout development, maintenance, and delivery. The County reserves the right to test any ICT deliverables to validate Section 508 conformance and requires contractors to remedy any non-compliant deliverables at no additional cost until all compliance requirements are met. Proposers must identify and justify any claimed exceptions to Section 508 requirements in their proposals and provide supporting documentation for exception claims. Any maintenance activities, upgrades, substitutions, or replacements performed under the contract cannot reduce the existing approved level of Section 508 conformance established at the time of award.

Emergency Internet Service – LEO Satellite & LTE Multi-Carrier Connectivity Section 508 of the Rehabilitation Act Standards General Requirement:
| The County of Sacramento is requiring that all Information and Communication Technology (ICT) products, platforms, and services provided, maintained, or used are accessible to County employees and the public with physical, sensory, or cognitive disabilities., offering comparable access to that afforded to those without disabilities. Information and communication technology (ICT) as defined by the Federal Acquisition Regulation 2.101is information technology and other equipment, systems, technologies, or processes, for which the principal function is the creation, manipulation, storage, display, receipt, or transmission of electronic data and information, as well as any associated content. | Comment by Girimaji. Shilpa: I reviewed this provision and I do not see it defined here. Can you clarify? |
| The communication technology being procured in this communication must meet the standards set forth in Part 1193 and 1194 of Title 36, Code of Federal Regulations (CFR) and standards outlined under Section 508 of the Rehabilitation Act and Section 255 of the Communications Act. | Comment by Girimaji. Shilpa: I don’t believe Section 255 is applicable. Can you provide more context on why this is here? |
By its express statutory terms, the compliance obligations of 47 USCS § 255 apply only to manufacturers of telecommunications equipment or customer premises equipment and to providers of telecommunications services 47 USCS § 255. It does not impose direct accessibility obligations on end-users, purchasers, or public entities such as county governments 47 USCS § 255.
Contractor Responsibilities:
If the Contractor provides custom ICT development services or Commercial‑Off‑The‑Shelf (COTS) ICT products, the Contractor shall ensure full conformance with the Revised Section 508 Standards prior to delivery and before final acceptance.
Contractor shall not install, configure, or integrate any ICT product or service in a manner that reduces its level of conformance with the applicable Section 508 Standards.
Any maintenance activities, upgrades, substitutions, or replacements performed under this contract shall not reduce the existing approved level of Section 508 conformance at the time of award. Updated Accessibility Conformance Reports (ACRs) must be provided as required.
Contractor shall submit a current Accessibility Conformance Report (ACR) using the Voluntary Product Accessibility Template (VPAT) or an agency‑specific checklist (e.g., HHS or VA) for each ICT deliverable, as required by the solicitation.
Testing and Remedy:
County reserves the right to test any ICT deliverables to validate Section 508 conformance. If the County determines that any ICT deliverable does not meet the applicable Section 508 Standards, the Contractor shall remedy the deliverable at no additional cost to the County until it meets all compliance requirements.
Exception and Disclosure Proposers must identify any claimed exceptions to Section 508 requirements in their proposals and include justification where applicable (e.g., undue burden). Proposers must provide documentation supporting any exception claims.
Contractor Compliance Processes The Contractor shall ensure that its internal processes, tools, and personnel capabilities are sufficient to produce ICT that conforms to Section 508. This includes maintaining qualified staff, using appropriate accessibility testing and validation methods, and applying industry‑recognized practices throughout development, maintenance, and delivery. The Contractor must continuously monitor and improve these processes to ensure all ICT deliverables remain compliant.
