About this opportunity

The Township of Wayne, New Jersey is requesting bids for emergency generator repair services under ITB #2432, with bids due September 30, 2026 at 11:00 a.m. Mandatory New Jersey Department of Labor Public Works Contractor Registration is required prior to bidding.

Bidders must meet stringent operational and technical qualifications: a minimum of three trained service technicians; fully equipped service trucks capable of two-hour emergency response 24 hours daily; ability to service engines, generator controls, fuel systems, and automatic transfer switches (generator-only service is not acceptable); and a mobile generator with self-contained fuel supplies for immediate delivery to non-working sites. Confined-space certification is optional.

The Township maintains 40+ generators across multiple facilities including fire stations, water treatment plants, sewer pump stations, and administrative buildings, sourced from manufacturers including Cummins, Kohler, Olympian, Generac, and Onan. The contract structure comprises three categories: Category A (primary award basis) establishes hourly repair rates and material costs with separate pricing for daytime, nighttime/weekend/holiday, and emergency calls, plus inspection visit costs and a percentage discount off store selling price for parts; Category B offers optional load bank testing services per NFPA standards; and Category C provides optional portable generator rental services by kilowatt size with cable pricing. The estimated range is zero to 250 service calls annually during the initial 12-month contract period.

A bid deposit of 10 percent of the total bid amount, not exceeding $20,000, is required. All work must comply with New Jersey Department of Environmental Protection regulations (GP-005) and prevailing wage requirements for public works projects exceeding the $19,375 threshold. Insurance requirements include workers' compensation, commercial general liability with $2,000,000 minimum aggregate coverage, and business automobile liability. The initial contract term is up to one year with potential extension for three additional one-year periods at the discretion of both parties. The contract shall commence no later than 21 days from award. Electronic submission is required through the Township's e-Procurement Portal (OpenGov Procurement).
