About this opportunity

The University of Houston-Clear Lake (UHCL) is seeking a qualified contractor to provide comprehensive emergency generator maintenance and service for ten generator systems located at its main Houston campus and Pearland Campus. The Request for Proposal (RFP) 26-004 covers maintenance services for generators ranging from 35 to 800 kilowatts, manufactured by Onan, Cummins, Kohler, Katolight, Olympian, and Caterpillar. Required services include quarterly inspections, 100% tune-up parts replacement, cleaning, adjustments, oil and filter changes, lubrication, alarm verification, and annual resistive load bank testing. Contractors must demonstrate five years of experience in power production equipment maintenance, provide three customer references, and show evidence of financial stability and personnel qualifications. The evaluation criteria are equally weighted at 25 points each for past projects, organizational qualifications, safety plan, and competitive rates. Key dates include an inquiries deadline of December 3, 2025, and a proposal submission deadline of December 18, 2025, at 3:00 PM Central Time. The contract term will be three years beginning April 1, 2026, with options to renew for two additional one-year terms.

The solicitation includes a mandatory Historically Underutilized Business (HUB) Subcontracting Plan for proposals exceeding $100,000, with a HUB participation goal of 26 percent. Contractors must provide written notification to at least three Texas certified HUBs and two trade organizations at least seven working days before bid submission. Insurance requirements include $1,000,000 Commercial General Liability per occurrence, $2,000,000 aggregate, statutory Workers' Compensation limits, and $1,000,000 Commercial Automobile Liability. The contractor must respond to emergency service calls within 24 hours and maintain an on-site inventory of replacement parts. Payment terms include invoicing quarterly for one-fourth of the annual contract amount, with payment due within 30 calendar days of invoice receipt. Maintenance labor for parts under $100 is included in the contract price, while parts exceeding $100 will be billed separately. Successful bidders must submit monthly Progress Assessment Reports documenting compliance and expenditures, with potential enforcement remedies including debarment from state contracting for non-compliance.
