About this file

This is Addendum No. 1 to RFP No. 759-26-004 issued by the University of Houston-Clear Lake for Emergency Generator Maintenance Services. The addendum announces a mandatory walk-through of emergency generator locations scheduled for Thursday, December 4, 2025, at 1:00 PM Central Time, with participants instructed to meet at the Central Services Building. The proposal submission deadline remains December 18, 2025, at 3:00 PM Central Time. The addendum must be signed, dated, and returned with the contractor's proposal. The contract covers maintenance services for ten generator systems ranging from 35 to 800 kilowatts, including quarterly inspections, tune-up parts replacement, cleaning, adjustments, oil and filter changes, lubrication, alarm verification, and annual resistive load bank testing. The contract term is three years beginning April 1, 2026, with options for two additional one-year renewal periods.

Contractors must demonstrate five years of experience in power production equipment maintenance, provide three customer references, and submit evidence of financial stability and qualified personnel. The evaluation criteria are equally weighted at 25 points each for past projects, organizational qualifications, safety plan, and competitive rates. A mandatory Historically Underutilized Business (HUB) Subcontracting Plan is required for proposals exceeding $100,000, with a 26 percent HUB participation goal. Contractors must provide written notification to at least three Texas certified HUBs and two trade organizations at least seven working days before bid submission. Insurance requirements include $1,000,000 Commercial General Liability per occurrence with $2,000,000 aggregate, statutory Workers' Compensation limits, and $1,000,000 Commercial Automobile Liability. Quarterly invoicing covers one-fourth of the annual contract amount payable within 30 days, with maintenance labor for parts under $100 included in the contract price and parts exceeding $100 billed separately. Contractors must respond to emergency service calls within 24 hours, maintain on-site replacement parts inventory, and submit monthly Progress Assessment Reports documenting compliance and expenditures.
