Emergency Extension - Generator Rental Services

The State of Illinois Department of Corrections is extending emergency generator rental services at Vienna Correctional Center through an emergency-purchase extension approved by the Chief Procurement Office, with the extension period running from June 28 through September 27, 2026 (proposal due July 17, 2026 for administrative closure). This is a sole-source emergency continuation — no competitive procurement vehicle applies.

The original emergency contract (BidBuy Reference #B-51820) was initiated on March 30, 2026 following significant power quality failures that disabled the facility's electrical system. The scope covers temporary power generation for Building 19, which houses critical healthcare and restrictive housing units essential to facility safety and security operations. Aggreko is the sole vendor under both the original contract and this extension. The extension is temporary and limited in scope pending permanent electrical repairs being pursued by the Capital Development Board; competitive procurement was determined infeasible due to urgent operational need to maintain uninterrupted electrical service without delays that would create unacceptable risks to medical services, security systems, and essential infrastructure protecting staff and incarcerated individuals.

The extension contract value is $38,879.85 (estimated). The original emergency contract amount was $120,000 (estimated). No Business Enterprise Program or Vendor Benefit Program participation applies; NIGP category 981-43 has zero certified vendors in these categories. This is the first extension of the emergency contract. The Chief Procurement Officer approved the extension on June 25, 2026.
