About this file

This is an Emergency Purchase Extension Approval form issued by the State of Illinois Chief Procurement Office for General Services, involving the Department of Corrections (DOC) Vienna Correctional Center and vendor Aggreko. The document requests approval to extend emergency generator rental services beyond the initial 90-calendar-day period permitted under Section 20-30(a) of the Illinois Procurement Code. The original emergency contract (BidBuy Reference #B-51820) was initiated on March 30, 2026, following significant power quality failures at the facility that disabled the electrical system. The scope of work consists of providing emergency generator services to maintain continuous operations at the correctional center until permanent electrical repairs can be completed. The extension period runs from June 28, 2026, through September 27, 2026, covering temporary power generation for Building 19, which houses critical healthcare and restrictive housing units essential to facility safety and security operations.

The original emergency contract amount was $120,000 (estimated), with the extension contract valued at $38,879.85 (estimated). No Business Enterprise Program (BEP) or Vendor Benefit Program (VBP) participation applies, as NIGP category 981-43 has zero certified vendors in these categories. This is the first extension of the emergency contract. The facility determined that competitive procurement cannot address the urgent operational need to maintain uninterrupted electrical service to Building 19, as delays would create unacceptable risks to medical services, security systems, and essential infrastructure protecting staff and incarcerated individuals. The Capital Development Board (CDB) is actively pursuing permanent repairs to the blown transformer; the emergency extension is temporary and limited in scope to maintain operations until permanent corrective measures are completed. The Chief Procurement Officer approved the extension on June 25, 2026, following agency and state procurement office authorization.

1. Provide detail about the events that led the agency to conduct an emergency procurement:

The facility began experiencing significant power quality issues on Monday 3/30. The Facility Chief Engineer was unable to stabilize the system, resulting in an immediate need for alternative power sources.

As a result, the Department was required to procure emergency generator services to maintain continuous operations at the correctional center until a qualified vendor can complete the necessary repairs and restore the electrical system to a stable condition.

2. What is the scope of work of the initial emergency contract? Please detail below:

3. Does this extension change the scope of work? Yes No If yes, please detail below:

Original BidBuy Reference #: B- 51820

4. Provide justification for extending the original emergency contract:

While repairs have been completed that eliminated the need for emergency generators at the Administration Building and Housing Unit 2, Building 19 remains dependent upon temporary generator power due to a blown transformer. Building 19 is essential to the operation of Vienna Correctional Center and houses the facility Healthcare Unit and Restrictive Housing Unit.

These areas are critical to the safety, security, and daily operation of the facility. Any disruption in electrical service would directly impact medical services, security systems, lighting, ventilation, and other essential infrastructure necessary to protect the life, health, and safety of staff and individuals in custody. This extension will allow the facility to maintain reliable temporary power generation services until permanent corrective measures are completed and fully operational.

5. Does this emergency contract correct or eliminate the emergency condition?

Yes No Please detail:

Yes. The emergency contract provides temporary power generation services necessary to mitigate the immediate emergency condition and maintain uninterrupted electrical service to critical facility operations housed within Building 19. While the contract does not permanently eliminate the underlying issue caused by the blown transformer, it allows Vienna Correctional Center to safely continue operations while permanent corrective measures and repairs are completed.

6. Explain why the need cannot be met through a competitive procurement process.

The need cannot be met through a competitive procurement process due to the immediate and ongoing operational necessity of maintaining uninterrupted electrical service to Building 19 at Vienna Correctional Center. Building 19 houses the facility Healthcare Unit and Restrictive Housing Unit, both of which are critical to the life, health, safety, and security of staff and individuals in custody. Any delay associated with the time required to complete a formal competitive procurement process would create an unacceptable risk of disruption to essential medical services, security systems, lighting, ventilation, and other critical infrastructure. Therefore, emergency procurement and extension of services are necessary until permanent corrective measures can be completed.

7. Is a competitive procurement in process to replace this emergency contract?

Yes No Status: other, please explain below

No. A competitive procurement is not currently in process due to the temporary and emergency nature of the services being provided. CDB is actively working to complete permanent repairs associated with the blown transformer serving Building 19.

The emergency contract extension is intended only to maintain uninterrupted electrical service to critical facility operations until permanent corrective measures are completed and fully operational through CDB.

8. What is the effect of a denial of this extension request?

Denial of this extension request would create a substantial risk of interruption to electrical service for Building 19 at Vienna Correctional Center. Building 19 houses the facility Healthcare Unit and Restrictive Housing Unit, both of which are critical to the safety, security, and daily operation of the facility. Loss of temporary generator services could negatively impact medical operations, security systems, lighting, ventilation, and other essential infrastructure necessary to protect the life, health, and safety of staff and individuals in custody. Additionally, denial of the extension would hinder facility operations while CDB continues efforts to complete permanent repairs to the blown transformer serving Building 19.
