About this opportunity
The Michigan Department of Transportation is requesting proposals for emergency environmental cleanup and remediation services on an as-needed basis in the MDOT Grand Region, with proposals due October 5, 2026 at 3:00 p.m. Eastern Time. All contractor staff must hold valid 40-Hour OSHA HAZWOPER certification and current Commercial Driver's Licenses with Hazardous Materials H or X endorsements — the binding capability filter.
The scope covers immediate response to fuel and hazardous-material spills on MDOT right-of-way across 13 counties: Kent, Ottawa, Allegan, Barry, Muskegon, Oceana, Mason, Lake, Osceola, Newaygo, Montcalm, Mecosta, and Ionia. The contractor must respond to emergencies within two hours of request, available 24 hours daily including weekends and holidays. Services include fuel spill cleanup (estimated two occurrences annually at approximately 200 gallons diesel per incident, requiring 500 cubic yards of contaminated soil removal and topsoil/seed restoration), and medical waste and biohazard spill cleanup (estimated one occurrence annually). The contractor must supply all qualified personnel, equipment, tools, materials, and supervision; appoint a dedicated Program Manager available continuously; and designate two Key Personnel assigned to the State account. Site restoration uses TUF (Turf Urban Freeway) seed mix standards unless directed otherwise. Subcontractors must be disclosed with complete qualification information and GDBE identification where applicable.
The contract term runs October 19, 2026 through October 18, 2029, with two optional one-year renewal periods at the State's sole discretion. Pricing is firm and fixed for the entire contract duration (base three years plus both option years) with no escalation permitted; all standby time, equipment idle time, after-hours work, weekend work, and holiday work must be included in per-occurrence pricing. Payment is via Electronic Funds Transfer within 45 days of invoice receipt. Liquidated damages of $2,000 plus $200 per day apply for late or improper work completion.
Evaluation criteria are weighted as follows: prior experience and performance with the State of Michigan and customer references (40 percent), key personnel qualifications (35 percent), equipment appropriateness (20 percent), and completion of required documents (5 percent). Proposals must achieve a minimum score of 80 out of 100 points to advance to pricing evaluation. The State will award to the responsive and responsible bidder offering best value considering technical and pricing factors combined. Questions were due September 28, 2026; answers were posted September 29, 2026 as Amendment 1 to the RFP.
