About this file
This document is Amendment 1 to RFP 26-2668, a Questions and Answers addendum issued by the Michigan Department of Transportation (MDOT) for an Emergency Environmental Cleanup and Remediation As Needed contract serving the Grand Region. The contract addresses emergency environmental response services, including hazardous material spill incidents, soil excavation and site restoration, and transportation of environmental materials. Key clarifications indicate that personnel must possess appropriate certifications for their specific duties, such as HAZWOPER certification for hazardous waste operations and CDL HazMat endorsements for drivers of regulated vehicles. Site restoration specifications reference TUF Turf urban freeway seed mix standards unless otherwise directed. The contract term comprises a three-year base period with two additional one-year option periods available.
Pricing for this contract is firm and fixed for the entire contract duration, including all three base years and both option years, with no year-over-year increases or CPI-based escalation permitted. All costs associated with standby time, equipment idle time, after-hours work, weekend work, and holiday work must be included in the proposed pricing rather than billed separately. The contract predominantly involves diesel and engine fluid spill incidents. Historical spending information and vendor invoices must be requested through formal FOIA submissions to MDOT-FOIA@michigan.gov rather than included in the RFP process.
