About this opportunity
The City of New Haven is soliciting bids for emergency demolition of a mixed-use building at 306 Dixwell Avenue under ITB 2026-ITB-377, with bids due July 15, 2026 at 3:00 PM and a mandatory pre-bid meeting on July 6, 2026 at 9:00 AM at the project site. A 25% minority and women-owned business enterprise (MBE/WBE) utilization goal applies; contractors must demonstrate good faith efforts to meet this threshold. Prevailing wage rates per Connecticut schedule apply; the City's Living Wage Ordinance applies if the contract exceeds $25,000 annually. Local preference provisions allow city-based bidders submitting bids within 15% of the lowest bid to accept the award at the lowest bid price.
The scope includes complete demolition and removal of the building structure with foundation and concrete floor slabs remaining but prepared for drainage. Work must be completed within 15 calendar days of contract assignment. The contractor must furnish all labor, materials, machinery, and equipment; provide a Licensed Environmental Professional to prepare required applications and plans including an Activity and Work Plan (AWP) through the State Department of Public Health, sidewalk permits, and street obstruction permits from the City Transportation, Traffic & Parking Department; and submit traffic and pedestrian drawings. The contractor is responsible for debris disposal, including contaminated materials, utility disconnection verification, dust suppression, site safety, and repair of any damage to adjacent structures and utilities. Permanent fence installation upon completion is optional. All salvage materials become the contractor's property; permit and dumping fees are the contractor's responsibility.
The contract is structured as a lump-sum award to the lowest responsible bidder. A 5% bid bond is required for bids exceeding $100,000. Insurance requirements include General Liability ($1 million per occurrence / $2 million aggregate), Auto Liability ($1 million combined single limit), Pollution Liability ($1 million), and Workers' Compensation, with the City named as additional insured. The contract term is one year with renewal options at the City's sole discretion. Questions are due July 8, 2026 at 5:00 PM. A prior ITB release on June 10, 2026 with a due date of June 22, 2026 received no bid responses.
