About this opportunity

The City of Detroit Office of Contracting and Procurement is requesting quotes for emergency commercial demolition of two buildings (101 and 102) located at 18980 Fenton / 19000 Fenton, Detroit, Michigan, with quotes due July 23, 2026 at 3:00 p.m. EST and a question deadline of July 23 at 1:00 p.m. EST. Only pre-qualified contractors in the City's Non-Proposal Demolition Program are eligible. Award will be based on price only.

The two structures are fire-damaged, 2-story brick apartment buildings with collapsed roofs, extensive interior and exterior debris, and documented trespassing activity. Both buildings have been posted with Emergency Demolition placards. Contractors must perform complete emergency demolition, hazardous-materials abatement, debris removal, backfill with approved materials, grading, sidewalk replacement, and seeding. Contractors are not responsible for permit costs but are liable for a $1,920.00 re-inspection fee if a hydrant fails inspection. Work must be completed within the timeline specified in the Notice to Proceed regardless of frost laws.

Bidders must visit the site in person, obtain dated photographs of the property, and submit them combined into a single PDF with their bid. Responses must include completed Price Sheets and Professional Rate Sheets in Excel format using City-provided forms, item cost sheets, signed signature pages, Certificates of Authority, proof of income tax and accounts receivable clearance, standard documents, affidavits of disclosure, and a City Council–requested smartsheet survey. Quotes must remain binding for 120 calendar days. Successful vendors have five business days from notice of award to secure 100 percent performance and payment bonds and Certificates of Insurance naming the City of Detroit and Detroit Land Bank Authority as additional insureds. Payment terms are Net 30 under the City of Detroit Prompt Payment Ordinance. All quotes become property of the City and are subject to disclosure under the Michigan Freedom of Information Act.
