About this opportunity
Palm Beach County Water Utilities Department is requesting proposals for Emergency and Disaster Mitigation and Recovery Engineering continuing services under RFP 26-026, with proposals due July 7, 2026 at 3:30 p.m. The contract is federally funded through the U.S. Department of Transportation Federal Transit Administration, HUD Community Development Block Grant Program, DHS/FEMA, and other federal sources, and carries no SBE participation requirement but mandates completion of eight federal compliance forms (debarment certification, lobbying certification, and DBE documentation) prior to contract award.
The scope encompasses assessment of infrastructure vulnerabilities, development of mitigation strategies, engineering design for resilience improvements, and project management services related to federal disaster recovery initiatives. Respondents and sub-consultants must hold Palm Beach County CCNA certifications in relevant engineering disciplines prior to the proposal deadline. Services will be delivered on an as-needed basis through individual Consultant Services Authorizations, with compensation structured as hourly not-to-exceed or lump-sum fees approved in each authorization. Professional services fees are capped at $500,000 per individual study, and individual project construction costs shall not exceed $7.75 million.
The contract term is four years with one firm selected. The county's representative is Krystin Berntsen, P.E., PMP, at 8100 Forest Hill Boulevard, West Palm Beach, FL 33413. Insurance requirements include Commercial General Liability of $500,000, Business Auto Liability of $500,000, and Professional Liability of $3,000,000 per claim. Proposals must include a letter of interest (ten pages maximum), GSA Form SF 330, questionnaires, OSBD Schedules 1 and 2, certifications, and conflict-of-interest disclosures, submitted as nine originals (eight bound and one unbound) plus electronic copies. A non-mandatory pre-proposal meeting was held June 8, 2026. Contract award is projected for December 2026. Addendum No. 2 (issued June 29, 2026) clarified that eight federal forms are not required with the proposal but must be provided by the selected contractor prior to award.
