About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Department of Military Affairs and Division of Emergency Management, is procuring 750 units of emergency alert radios with strobe lights and pillow shaker devices for distribution to state agencies. Each radio must be an all-hazards alert receiver equipped with NOAA Weather Alert capability and S.A.M.E. (Specific Area Message Encoding) technology for severe weather notifications. The radios must feature battery operation with external antenna jacks, alert jacks, cloning ports, wall power adapters, standard control buttons and switches, appropriate alert indicators, and a one-year warranty on manufacturing defects, with three AA-sized batteries included per unit. Additionally, vendors must provide a bundled accessibility kit for hearing-impaired users that includes a strobe light, pillow shaker, Y cable, pillow clip, and four additional AA-sized batteries. All products must be new, latest model, and in first-class condition, with delivery required by June 30, 2025, to the Division of Facilities Management at 100 Minuteman Parkway, Building 162, Frankfort, Kentucky. The solicitation was released April 14, 2025, with written vendor questions due April 21, 2025 at 10:30 AM ET; the bid closing date was extended twice and is now May 8, 2025 at 1:30 PM ET with bid readings at 3:30 PM ET the same day. All bids must be submitted electronically through the Commonwealth's eProcurement system, and vendors must bid all line items on a "Group All" basis or be deemed non-responsive. Evaluation will use a best value approach with pricing weighted at 90 points and delivery at 10 points, with the lowest-priced bidder receiving maximum points and other bids scored proportionally; delivery times must be stated in working days with one percent per day deducted from invoices for late delivery.

Kentucky resident bidders are eligible for reciprocal preference, and qualified bidders including Kentucky Correctional Industries (receiving 20 percent preference), Kentucky Industries for the Blind (15 percent preference), and qualified nonprofits serving individuals with severe disabilities (15 percent preference) are entitled to preference equal to fifteen to twenty percent of maximum points. No incumbent vendors or existing contracts are identified in the solicitation documents. Prior to award, successful bidders must submit proof of Kentucky Tax Registration (Form 10A100), Certificates of Authority if foreign entities, required affidavits regarding Kentucky campaign finance law compliance and bidder status, and EEO forms if applicable. Vendors must maintain Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, as well as Automobile Liability Insurance of $1,000,000 per occurrence if delivery or on-site services are provided. Pricing must be quoted on an F.O.B. Destination Freight Prepaid and Allowed basis, excluding federal excise tax and Kentucky sales or use tax, with all proposed pricing remaining valid for a minimum of sixty calendar days after the bid due date. The solicitation documents do not specify an overall contract award value or budget range for this procurement. Interested vendors should direct inquiries to Commonwealth Buyer Stephanie Durr at 502-564-6521 or Stephanie.durr@ky.gov.
