About this opportunity

Eagle Mountain City, Utah, is issuing a Request for Qualifications (RFQ) for an Airport Feasibility Study to be conducted by experienced aviation planning and engineering firms. The procurement seeks to evaluate the feasibility of developing a multi-use aviation facility that supports general aviation, Unmanned Aircraft Systems (UAS), Advanced Air Mobility (AAM)/eVTOL operations, and potential defense and dual-use applications. The selected consultant must evaluate site feasibility, identify and analyze potential locations, assess market demand and economic viability, develop a phased implementation strategy, ensure compatibility with military operations and regional airspace, and position Eagle Mountain as a leader in AAM and UAS innovation. Key deliverables include a draft and final feasibility study report, an executive summary, presentation materials, and supporting maps and graphics. Minimum qualifications require experience with airport planning and feasibility studies and FAA regulations, with preferred experience in UAS/AAM integration and military or joint-use aviation facilities. Proposals must not exceed 15 single-sided pages and must be organized into three tabbed sections: Letter of Transmittal, Executive Summary, and Detailed Discussion. The submission deadline is April 22, 2026, at 12:00 P.M. through the State of Utah's Public Procurement Portal, with written questions due by April 10, 2026, and an anticipated selection date of April 30, 2026. Evaluation criteria include Firm Experience (25 percent), Project Understanding and Approach (20 percent), Technical Capability and Methodology (15 percent), Experience with UAS/AAM/Emerging Aviation (15 percent), Project Team and Key Personnel (10 percent), Schedule and Capacity (5 percent), Cost Proposal/Value (5 percent), and References and Past Performance (5 percent).

All respondents must register as prequalified vendors with Eagle Mountain City, provide W-9 forms, disclose any litigation or bankruptcy filings within the past ten years, and submit audited financial statements. The RFQ does not specify set-aside designations or restrictions on organizational types eligible to respond, nor does it identify incumbent vendors, current contractors, or specific existing infrastructure requiring integration. No specific award value or budget range is listed in the procurement documents; however, the cost proposal component represents 5 percent of the evaluation criteria, indicating that cost will be a secondary consideration relative to qualifications and technical approach. The City reserves the right to conduct oral presentations with selected firms and may award a contract based on initial submissions without discussion. All vendors who submit proposals will be notified of results via email, and bid results will be posted on Eaglemountaincity.com/purchasing. The City assumes no liability for costs incurred in RFQ preparation and is not obligated to make an award.
