About this opportunity
Eagle Mountain City is requesting proposals for 100% design and engineering of a sewer trunkline and effluent disposal line, with proposals due November 4, 2026 at 12:00 p.m. through the State of Utah's Public Procurement Portal and anticipated award on November 12, 2026.
The scope advances a project from 30% design to full 100% design completion within 180 days of contract execution. Deliverables include 13 tasks spanning project management, data collection, hydraulic evaluation, alignment development, pipeline and appurtenance design, utility conflict analysis (including coordination with Kern River Gas and existing developer agreements), geotechnical investigation (up to 20 bore holes with estimated costs ranging from $16,000 to over $40,000), right-of-way and property impact assessment, environmental and permitting review, construction phasing analysis, opinion of probable construction costs, and preparation of final 100% design drawings and bid documents in PDF and editable CAD format, plus complete bid documents and specifications and a comprehensive engineering report. Final deliverables are due March 1, 2027.
The 30% design identified approximately 3.7 miles of required utility corridor easements, with the East Trunkline requiring upsizing of existing 24" pipeline to 30" pipe and an estimated construction cost of $21.5 million, and the Tickville Reuse Discharge Pipeline estimated at $13.8 million (both 2026 dollars, excluding pump station costs).
Evaluation weights firm experience (25%), project team experience (25%), functional approach (20%), technical approach (17%), cost (10%), and introductory letter completeness (3%). Proposals must not exceed 15 single-sided pages in 11- or 12-point font. Vendors must register with Eagle Mountain City and submit a W-9 form prior to proposal submission. Insurance requirements include General Liability ($1,000,000 per occurrence/$3,000,000 aggregate), Commercial Automobile ($1,000,000 combined single limit), Professional Liability ($1,000,000 per claim/$3,000,000 aggregate), valuable papers and records coverage, and workers compensation with A.M. Best A-class VIII rating or better. Insurance verification must accompany the bid; a Certificate of Insurance is required at contract signing. All proposals become City property subject to disclosure under Utah's Government Records Access and Management Act.
