About this opportunity
The Illinois Emergency Management Agency and Office of Homeland Security is soliciting bids for preventative maintenance and emergency repair services on seven Eaton UPS units (five at 15kVA and two at 30kVA) across six nuclear power stations and one test facility in Illinois, with bids due June 15, 2026. This is a three-year contract running July 1, 2026, through June 30, 2029, subject to Illinois Prevailing Wage Act requirements for all work performed.
The scope requires annual preventative maintenance visits at each site, 24/7 on-site emergency response capability with a 30-minute callback requirement and four-hour on-site response time, and repair completion within 24 hours of problem diagnosis. All maintenance personnel must comply with Constellation nuclear power plant security requirements, including background reviews, urinalysis, and facility access clearance. The UPS units provide critical backup power for the Gaseous Effluent Monitoring System (GEMS).
Vendors must submit pricing in four tables: annual preventative maintenance costs per site (Table A); hourly service rates differentiated by time of day and day of week covering Monday–Friday 8 a.m.–5 p.m., Monday–Friday 5 p.m.–8 a.m., and Saturday, and Sunday/holidays (Table B); parts, materials, and equipment costs at percentage off MSRP (Table C); and replacement battery costs including installation and disposal (Table D). All pricing must include travel, living expenses, and shipping.
Vendors must maintain General Commercial Liability of $1 million per occurrence with $2 million annual aggregate, Auto Liability of $1 million per occurrence, and Workers' Compensation Insurance as required by law, with the State named as additionally insured. Standard Illinois Certifications requirements apply, including compliance with anti-competitive, environmental, workplace, and equal opportunity standards. Subcontracting is prohibited without prior written approval.
