About this opportunity

The Illinois Emergency Management Agency and Office of Homeland Security is procuring laboratory services to conduct alpha spectroscopy analysis on soil samples, with proposals due October 14, 2026.

The scope involves analyzing approximately 110 soil samples collected from approximately 50 primary investigation locations and 5 background locations as part of a uranium and thorium contamination investigation. Two samples will be collected from each location: one analyzed for radionuclides in the Uranium-238 decay chain (U-238, U-234, and Th-230) and a second for radionuclides in the Thorium-232 decay chain (Th-232 and Th-228). Required deliverables include sample receipt and chain-of-custody documentation, alpha spectroscopy analysis to determine radionuclide concentrations, analytical reports and/or certificates of analysis, quality control documentation, and disposal of residual sample materials.

Vendors must comply with the State of Illinois Standard Terms and Conditions. Contracts valued at $1,000 or more are subject to a $15 minority contractor initiative fee deducted from the first payment. Prevailing wage requirements apply where applicable. All vendors must maintain $1 million general commercial liability coverage and retain records for three years (or five years if federal funds are used). The contract is contingent upon appropriation of funds and may be terminated by the State for convenience with thirty days' notice or for cause immediately. Illinois law governs the contract with exclusive jurisdiction in the Illinois Court of Claims.
