About this opportunity
The Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) is issuing an Invitation for Bid (IFB) solicitation B-52042 for the procurement of four (4) new, untitled 2026 full-size sport utility vehicles equipped with comprehensive specifications including 4-wheel drive capability, emergency equipment packages, law enforcement accessories such as APX radio mounts, emergency lighting systems with blue/red/white colors, and command post storage systems. Vendors must be either the manufacturer or an authorized dealer/distributor capable of providing genuine OEM parts, original manufacturer warranties, and related services, with all vehicles to be delivered and invoiced by August 1, 2026, to the Department of Central Management Services Division of Vehicles in Springfield, Illinois. Required deliverables include certificates of origin, delivery tags with specified information, Illinois tax forms, and mileage certification for each vehicle, along with pre-delivery services such as vehicle cleaning and installation of non-factory options. The State reserves the right to inspect vehicles within thirty days of delivery and reject non-conforming vehicles at the vendor's expense, and will award the contract to the lowest priced responsive and responsible bidder. All bids must be submitted electronically through the BidBuy platform by May 1, 2026, and must remain firm for 90 days from opening, with the contract term commencing upon execution and ending June 30, 2026. Vendors must maintain general commercial liability insurance of $1,000,000 per occurrence with $2,000,000 annual aggregate, auto liability coverage of $1,000,000 per occurrence, and workers' compensation insurance, with all work to be performed in the United States in compliance with prevailing wage requirements where applicable.
This procurement is available to vendors registered or seeking to register with the Illinois Procurement Gateway (IPG), with vendors required to submit either a Vendor Disclosure form (Form A) or an IPG Active Registered Vendor Disclosure form (Form B) depending on their registration status. The solicitation includes Illinois Business Preference and Domestic Product Preference provisions that vendors may affirmatively claim and substantiate with supporting documentation. For procurements with an annual value exceeding $100,000, vendors must disclose any lobbyists or agents required to register under the Lobbyist Registration Act who have communicated or may communicate with State officers regarding the bid. Any awarded vendor with a contract valued at $1,000 or more is subject to a $15 administrative fee for the Minority Contractor Opportunity Initiative, which will be deducted from the first check issued. The procurement may be partially or fully funded with federal funds, with the funding source and dollar amounts to be disclosed upon award notification. No bid bonds or performance bonds are required for this procurement, and all agreements will be subject to Standard Terms and Conditions and Standard Illinois Certifications as established by the State of Illinois.
